Publication and availability are two independent switches. Publication decides whether a product exists on the member menu at all (Draft, Published, Unpublished). Availability decides whether a published product can be ordered right now. A published product that is out of stock stays on the menu, visibly marked Not available, and cannot be added to an order.
Structure
Categories and menus
A menu is a named set of categories assigned to a branch and a service window. A product reaches a member only through a published category on a published menu.

Member menu — draft or unpublished
The product does not appear at all. Draft products have never been published; unpublished products have been withdrawn. In both cases the member menu shows no trace of them, and no order can reference them.
